Hello, Random Snowstorm Horse-mask Guy
Hate to tell you this, nice weather lady, but you’ve been videobombed.
According to Uproxx.com, “The horse head mask videobomb has quickly become a staple of modern storm coverage. So it was only a matter of time before some poor reporter, already unnecessarily put in harm’s way during this week’s Polar Vortex 2.0 mediagasm, would fall ‘victim’ to the silly prank.” The Baltimore Sun posted this interview with a man who claims he was the person in the horse mask.

It’s not the first time a random guy in a horse mask has wandered past a broadcast. A NBC news crew got an eyeful in the streets of Washington, D.C. while covering Hurricane Sandy in 2012:
